Title: Ultimate 20 ODR

I see referance to Ultimate 20 ODR.  What is the difference?

No difference.  ODR just stands for One Design Rating.  You will often see that for PHRF ratings.  It means the boat is restricted to the one design rules (i.e. sail size etc.).

ODR in Lake Michigan PHRF is 159

U20 non ODR is 138.

ODR - 138 random leg / 141 WL
I haven't seen a non-ODR rating there but I have seen a boat sailing with non-ODR sails. 

Lake Norman
ODR - 141
Non-ODR - 128 (nobody uses this rating anymore)
18 boats on the lake and currently all are sailing ODR when they do PHRF
