Title: Legal or not? Windward Sheeting Traveler Car

I am wondering about Windward Sheeting Cars (for the Traveler). Here is an example:  https://www.harken.com/en/shop/windward-sheeting/22-mm-windward-sheeting-car/
Are they legal to use (per the U20 Class Rules)?

Holy cow $575! Mine had one on when I purchased it but I removed it and put it back to stock setup.

  Under ARTICLE OD-V: OPTIONS, ALTERATIONS AND REPLACEMENTS

The is nothing excluding or preventing the use of a windward sheeting car. The purchase and sheeting changes are allowed as long as the location does not change.
